Corrupt Jefferson County Judge Layne Walker Forced to Step Down - Will NOT Run for Re-Election

Corrupt Jefferson County Judge Layne Walker has announced that he will not seek re-election. It is believed that Judge Walker was allowed to step down or face removal by the Texas State Commission on Judicial Conduct.

This is a huge victory for the people of Jefferson County, and especially a huge victory for blogger Philip Klein and Attorney John Morgan. Judge Walker has been using his State Court to go after his political enemies such as Philip Klein. Furthermore, Judge Walker even took John Morgan's kids away from him for no reason except that the Judge is personal friends with John Morgan's ex-wife. Hopefully the 9th Court of Appeals will do the right thing give John Morgan back his God Given rights as a lawful and good father to be able to see his children.

Sources have confirmed to 12News that Jefferson County 252nd Criminal District Court Judge Layne Walker will not seek a third term.Walker has been in office since January 2003, and in recent years had been the center of some controversy, and faced several lawsuits.

Walker's decision comes on the eve of the filing deadline for the March primaries.  State records show that Walker had already filed as a Democrat with the office of the Texas Secretary of State.

12News reporter Vanessa Holmes called Judge Walker for comment, but he loudly expressed his displeasure with 12News, and told her he was not going to talk about the matter.  He quickly hung up before any further questions could be asked.

Texas Judge Layne Walker Admonished by Federal Judge for Using Abusive Language and Wrong Font

Texas State District Judge Layne Walker, a Democrat, is at the center of many of the stories of corruption in Jefferson County and Beaumont, TX. Judge Walker has had several lawsuits filed against him. Judge Walker had his lawyers file a motion to dismiss one of these lawsuits, but Federal Judge Ron Clark has slapped down Judge Walker’s motion to dismiss and rebuked Judge Walker and his attorneys. The rebuke from Judge Clark made Judge Walker and his legal team look silly. Judge Clark said that Judge Walker’s motion to dismiss, instead of relevant facts pertaining to the lawsuit against him, contained abusive language and name calling. Judge Clark went even further and said that the motion to dismiss did not even use the right font. I can’t speak for Judge Clark, but when I read Judge Clark’s rebuke of Judge Walker’s motion, I imagined a parent looking down at a rowdy kid and telling the kid if he wants to eat at the grown up table then he needs to act like a grown up.

Judge Layne Walker might break the rules in his own courtroom, but Judge Clark made it clear that Judge Walker is going to follow the rules in Judge Clark’s courtroom. Furthermore, Judge Walkers Motion made it clear that he did not have any evidence to disprove the allegations against him so he resorted to calling names. This is not the first time that Judge Walker has been slapped down by a higher court.

The lawsuit that Judge Walker was responding to is from Stella Morrison. Attorney John Morgan is representing Stella Morrison. Judge Walker does not like attorney Stella Morrison or attorney John Morgan for political reasons. Morrison opposed Judge Walker in recent elections and John Morgan represents some of the people who oppose Judge Walker. Judge Walker has retaliated against Morgan and Morrison by banning Morrison from his courtroom and taking away Morgan’s children. Stella Morrison filed the lawsuit against Judge Walker because of the many retaliations and false accusations that Judge Walker has made against Morrison.

If Judge Layne Walker and Jefferson County sound familiar it is because I recently wrote an article detailing how a secret video showed Judge Walker illegally had a man arrested and committed perjury. The man, Stephen Hartman, is a federal process server who was legally serving the Judge with a lawsuit. The Judge has been illegally refusing to take the lawsuit papers and even pulled a gun on the process server in a previous encounter! The secret video recording proved the man was innocent but the charges have still not been dropped.

The Judge’s bailiff, Jefferson County Deputy Steven Broussard, was even recommended for termination because he took home the video recording out of evidence and tried to destroy it. This kind of public corruption is unthinkable. Seeing a video where law enforcement officers arrest you and make stuff up against you should send chills down anyone’s back. These are supposed to be people the community trusts. The community should not fear if an officer who does not like you is going to arrest you and make false charges against you, and then it is your word against the officers. Thank goodness for the secret video because otherwise the Judge would have gotten away with abusing his power and using his bailiffs to officially oppress political opponents. Also thank goodness that Judge Ron Clark is not putting up with Judge Walker's baloney!

Video Proves Innocence but Texas Man still Charged; Arresting Officer Terminated – Jefferson County Corruption

Prosecutor Joe Alford Refuses to Drop BLATANTLY False Charges and Refuses to Release Evidence to Defense Attorney John Morgan

Shockingly, the corruption only seems to get worse as this most recent corruption plays out. Now the Special Prosecutor Joe Alford is joining in on the scandal and refusing to drop charges against an innocent man, Stephen Hartman, even after video clears the man and the deputies who arrested him were disciplined and recommended for termination for falsifying their report against him and tampering with evidence. Alford is even illegally refusing to release the evidence he has to Hartman’s defense which has prompted Hartman’s defense to file a motion to dismiss (see letter from Joe Alford and motion to dismiss below)

John Morgan, a Beaumont attorney, is helping to lead the fight against these corrupt politicians. Morgan is sticking up for these victims of the corrupt Jefferson County system. Unfortunately, corrupt Democrat Judge Layne Walker retaliated against Morgan by taking away his kids for NO REASON except that Morgan was on the wrong side of the political line.

Now this Judge is trying to punish a process server who was trying to do his job and serve the Judge lawsuit papers. Stephen Hartman tried to serve this Judge at his house but the Judge pulled a gun. The Judge then refused the papers at his office. Hartman then went to the only place the judge could be found in public, the courtroom, and waited behind the bench for a good time to ask the bailiff to come over so he could tell the Bailiff about needing to serve the Judge. The Deputies, on orders of the Judge, had Hartman arrested and falsely claimed he crossed the bench and was shouting. A secret video recording now shows that Hartman did NOTHING wrong and was falsely arrested.

Jefferson County Deputies Disciplined for falsifying report and stealing/tampering with evidence

After Hartman was arrested, Jefferson County Sergeant Steven Broussard confiscated Hartman’s video recorder and TOOK IT HOME and tried to delete it. Broussard and another deputy, Tony Barker, also lied about Hartman in their reports. After Morgan forced the recorder to be produced by the officer, the truth was seen on video and Jefferson County Sheriff Mitch Woods recommended Sergeant Broussard be fired and Deputy Barker be suspended for 5 days. Broussard went ahead and announced retirement before he was fired.

Prosecutor Alford refuses to release evidence and he absurdly says statements against Hartman are “unimpeachable” even though 2 of the officers lied and video proves Hartman is innocent!

Morgan demanded that Alford turn over all evidence they have in the case against Hartman, including all video and audio from the courtroom. Alford responded and refused to hand over the evidence. What is even more absurd is that Alford suggested the witnesses and evidence are “unimpeachable” even though the officers involved have been disciplined and video proves Hartman did nothing wrong!

Video Shows Illegal Arrest & Perjury by Texas Judge Layne Walker and Jefferson County Sheriff Deputies

Shocking corruption uncovered in Southeast Texas. The FBI is investigating after a secret video proves that Democrat State District Judge Layne Walker, his court law enforcement officers, and other officials in Beaumont, Jefferson County , TX committed a vast number of crimes including FALSE ARREST, PERJURY, THEFT, DESTRUCTION OF EVIDENCE. East Texas is Corrupt but this is especially shocking because this is our law enforcement and justice system conspiring together to break the law and put a man in jail! We are supposed to be able to trust them. Texas State Authorities need to step in as soon as possible and charge these public officials and remove the Judge from the bench. Furthermore, the false charges against Stephen Hartman must be dropped immediately. Can you imagine if there was no secret video? God help anyone else who has been wronged by this Judge who thinks he is above the law.

I am writing this article after speaking directly with Hartman’s attorney, John Morgan, who provided me the information, facts, and video to prove these shocking allegations are indeed true. Judge Layne Walker has Long History of Corruption including Misappropriating Taxpayer Funds, Illegal Search of Cell Phones, and Political Retaliation by taking a Man’s Children away

Judge Walker was exposed recently for misusing money from the Texas Indigent Defense Fund. This fund, by law, can only be used for indigent legal fees. According to a complaint sent the Texas Attorney General Greg Abbott, Judge Walker made 21 payments from the Indigent Defense Fund to “Right Time Educational Support Systems.” These 21 payments illegally went to pay for things other than legal fees of the indigent.

One of the lawyers representing the individuals who exposed this misappropriation of funds is John Morgan. After Judge Walker was exposed, Walker retaliated against Morgan by taking away Morgan’s children in a child custody case and not letting Morgan even see his children still to this day, over a year, while still requiring Morgan to pay full child support. Morgan has never done anything wrong legally, has never been accused of wrongdoing with his children, and is completely mentally and physically competent. Judge Walker is childhood friends with Morgan’s ex-wife and should have recused himself, but instead Walker used his power to take a man’s children away with no visitation rights simply because Morgan was associated with the people who exposed Walker’s illegal use of funds and because Walker is a friend of Morgan’s Ex-Wife.

Judge Walker even illegally confiscated the cell phones from Morgan and his Children and deleted information on the phones that showed abuse of the children by Morgan’s Ex-Wife. Judge Walker tried to bill Morgan for the illegal search. Walker was clearly wrong and Morgan filed a lawsuit. Walter lost and was slapped down by the Texas State 9th Court of Appeals for these illegal actions.

Judge Walker Pulls Gun on Process Server Stephen Hartman

Stephen Hartman is a licensed Process Server. Hartman tried to serve Judge Layne Walker with a subpoena by knocking on Walker’s front door. Walker opened the door with a gun and ran Hartman off. Hartman then tried to serve the papers at Walker’s officer but his staff did not allow it.

Serving Judge Walker at his home didn’t work and might get someone killed, and it was a no go at Walker’s office too, so Hartman decided a more public place was needed to serve the papers so that the Judge cannot refuse and could not pull a gun. Hartman went to Judge Walker’s Courtroom on May 28^th, 2013. As video below shows, Hartman sat in the Courtroom until there was about to be a break. Hartman then got up and walked to the side of the courtroom to quietly get the attention of the bailiff. Hartman never crossed the bar or tried to approach the Judge. The Officer came over and Hartman said he needed to serve the Judge. A second officer came over and told Hartman he needed to leave or be arrested. The judge says to arrest him so the second officer then forced Hartman out of the courtroom and placed him under arrest, all the while Hartman was asking what he was being arrested for and saying he was not doing anything wrong.

This is where things just go even more downhill. The officers, Judge, Assistant DA, and other officials in the room had no idea there was a secret video so they all had to back up the arrest by conspiring together to write false statements saying that Hartman crossed the bar and was being load and disruptive, etc. Well, the secret recording of the incident (see below) proved that they all committed perjury and illegally arrested and charged Hartman.

It gets worse, one of Mitch Woods’ Jefferson County Deputies, acting under the orders of Judge Walker, broke the seal of the property bag of Stephen Hartman and went though Hartman’s phone. This Deputy then found the secret recorder pen and removed it from the property bag. When Hartman asked for the recorder pen back, he was told there was no pen. In reality, the deputy had taken the pen HOME and tried to destroy the video. Under mounting pressure, the Department got the video pen back from this deputy and returned it to Hartman. The deputy could not delete the video so he tried to hide the video by uploading lots of other videos of dancing girls.

So there you have it. Shocking public corruption, Beaumont, TX style. I am sure everyone in Texas has at one time heard of the vast corruption in the Beaumont Independent School District. The corruption in Jefferson County is not confined to one area. It is everywhere. Hopefully this video will finally put some of the bad guys behind bars, or at least off the bench.
