DA Investigator Marcelo Molfino is Fired amidst Wage Theft and Abuse of Information Allegations

Jefferson County District Attorney Investigator Marcelo Molfino has been fired by District Attorney Bob Wortham.  This occurs amidst a new round of corruption allegations. I have been exposing corruption in Jefferson County for some time now. It is important that Constitutional rights of people are not trampled by government actors, and it is important that communities can trust and respect all the good law enforcement officers out there, which is why it is important to expose the bad apples.

I recently did an open records request with the Jefferson County District Attorney’s office for pay records of Investigator Molfino. It was discovered that while Jefferson County taxpayers were paying Molfino emergency pay to NOT work during Hurricane Laura, he was also getting paid in Port Arthur, TX with tax payer funds to do catering. That double dipping is not illegal although it certainly seems unethical.

The triple dipping is where things start to get illegal.

Pay records show that after Hurricane Laura, Molfino took paid time off on 9/25/2020. He was paid his full salary by the tax payers for the time that Molfino took off because Molfino claimed “comp pay.” Comp pay is when Molfino says that he worked overtime on a day in the past but instead of overtime pay, he instead takes off time in the future and still gets paid in order to make up for the extra time he previously worked. The District Attorney’s Office has yet to ever produce any records of this secret comp time stash that Molfino frequently uses to get paid time off. However, on Molfino’s time card Molfino wrote that the comp time he was getting paid for on 9/25 was earned by working extra on 8/26 during Hurricane Laura. The problem is that Molfino’s time card from 8/26 and his pay records both show that Molfino was getting paid emergency pay to NOT work on 8/26, AND additionally we know that Molfino was in Port Arthur getting paid to cook and cater during Hurricane Laura. So therefore, it is not possible that Molfino had earned any comp time on 8/26. So when Molfino claimed comp time earned on 8/26 in order to get paid to take off of work on 9/25, it appears that it was a false statement on his pay card by claiming comp time that that could not have been earned when Molfino claimed it was earned, and therefore theft of taxpayer dollars.

Molfino getting fired comes in this middle of me waiting for additional records for the County regarding this potential criminal activity.

update: The DA's office says that Molfino resigned. That is true. He was told to resign or be fired. It is less paperwork and less bad press that way. A nonvoluntary resignation under threat of getting fired anyways is actually just simply getting fired.

But wait, that is not the only recent allegation of wrongdoing by Molfino.

Recently, a person named Mary Bond has come forward with allegations that Marcelo Molfino had falsified information in order to have her arrested. Furthermore, she alleges that Molfino used his government computer to access confidential past information and photos in order to leak those photos to a local political blogger. It is against the law to use information and government resources for private gain. It is called abuse of official information. Furthermore, it is certainly against the law to make false statements in order to get someone arrested.

Exactly how much these recent allegations played a part in District Attorney Bob Wortham finally letting Marcelo Molfino go is unknown. Maybe the recent events were just the straw that broke the camel’s back because there is a long list of allegations and information about wrongdoing by Investigator Marcelo Molfino from over the years. Molfino recently escaped charges of perjury, thanks to the statute of limitations running out, after a Texas Rangers investigation showed that Marcelo Molfino committed perjury by lying under oath on the stand. I have not done a follow up on that story yet but I will be posting the Texas Rangers report as soon as I get it. In short, Molfino had been trying to set up me, David Bellow, with false charges as retaliation for me having blew the whistle on Marcelo Molfino for practicing without a license, a Class A Misdemeanor. All charges against me were dropped, and now I try to help others, and help society, by working to expose the bad actors who abuse their trust and position they have been given by the citizens.

There will be more to come out as I get more data and information and records.

Texas Democrat Loses Election then Sues to be Declared Winner - Election Theft in Jefferson County (Beaumont, Port Arthur) Thomas Sigee vs. J Shane Howard

Jefferson County in southeast Texas (Beaumont, Port Arthur) is a very corrupt part of Texas. Democrats have had a stranglehold on the county. Just last week I posted up an article about how Eric Holder's DOJ is trying to block a vote of the residents of Beaumont ISD because the DOJ says more white people voted than black people.
J. Shane Howard was the first Republican county-wide elected official in Jefferson County in over a century. Howard was elected as the Tax Assessor Collector for Jefferson County.
This put a target on his back. Democrats are losing ground all across Texas. Counties that used to be Democrat strongholds are flipping over to the Republican side faster that Democrats could have ever imagined. Old Conservative Democrat Texans have woken up to the realization that the Democrat Party has become very liberal and are jumping ship to switch over to the Republican Party.
Jefferson County is a county that the Democrats do not want to lose. The put up Thomas Sigee to run against Shane Howard. They tried hard to beat Shane Howard in the November 2012 election but they came short. Even after a recount, Sigee still lost. Sigee feels as though he should have won the election and has filed a lawsuit asking a judge to declare him the winner over Howard. Sigee claims that the election was basically rigged for Howard. This is such a silly argument because the county is run by HIS DEMOCRAT PARTY. The County Clerk who runs the elections is a Democrat and the recount committee was 50% Democrats.
Billy Oliver, the Chairman of the Jefferson County Republican Party, has released the following statement detailing how Sigee and the Democratic Party are trying to steal this election from Republican Shane Howard.

Press Release from Billy Oliver, Chairman of the Jefferson County Republican Party in Texas Regarding Sigee/Howard Election Lawsuit:
Anatomy of an Election Theft
A frivolous lawsuit was recently filed in secrecy by Thomas Sigee seeking to overturn the election which was won by Jefferson County Tax Assessor-Collector J. Shane Howard. Sigee asks the Court to award him the election or order a new election at taxpayer expense. The petition uses a "shotgun" approach to irresponsibly and inaccurately claim that certain provisional votes should be counted and also that some voters should be disenfranchised in a hope of adding votes to Sigee and subtracting votes from Howard.
Sigee asserts that the County Clerk (a member of his own party) and the Early Voting Ballot Board (half of which were members of his own party and some of his closest political allies) were incompetent or dishonest in the conduct of their professional duties. This is part of a long-standing pattern with Sigee's obsession for political office and a wanton tendency to blame others for his own inability to garner sufficient votes or comply with the intent or form of the Texas Election Code.
Yet, other than his own willingness to participate in this travesty, Sigee is not even the driving force of this bald effort to create chaos, uncertainty, and confusion where none exists. Instead, it is an effort by entrenched, big-money special interests to gain power at any cost, send a message to Democratic voters who dared to vote for a Republican, and to signal to potential party-switchers and future candidates that their efforts are futile. Indeed, this effort is funded by these interests to remove Howard from public office more than it is an effort to support Sigee, a candidate who could garner no more than 10% of the vote from actual individual votes. This lawsuit is unprecedented at this level and will cost 5-6 times more than Sigee raised for his campaign and he will not be responsible for paying for his attorney out of Austin. $50,000 for a big-name attorney out of Austin. Why? What is there to gain? What is there to lose? Who is paying for this?

Background

On November 6, 2012, J. Shane Howard won reelection as the Jefferson County Tax Assessor-Collector by a margin of 23 votes. On November 14 the election was certified after the counting of about 596 provisional and military ballots and

Like the Alaska Oil Pipeline, Keystone XL Pipeline Will Help Texas and Not Cause Damage (Pictures)

Texas Republican Leaders say that the Keystone XL Oil Pipeline has passed all environmental reviews and will bring money and jobs to Texas
There was recently a United States State Department hearing in Port Arthur, TX regarding the proposed building of the Keystone XL Pipeline that will bring tar sand oil from Canada all the way down to refineries right here in southeast Texas.
Not surprisingly, most of the people in the large crowd at the meeting were in favor of the pipeline. Some were against it, including a person who claimed that the pipeline would cause people of color to be negatively impacted. Not sure where that idea came from, but there have been many black Republican Elected officials who have stood up in favor of the Keystone XL Pipeline (see below)
The Beaumont Enterprise reported that the meeting was more of a pro-pipeline rally. Many Texas Elected Leaders were at the meeting to support the pipeline. Republican Texas State Rep. James White, whose district includes Angelina, Trinity and San Jacinto counties, was at the meeting and he noted that the agency had already assessed the environmental impact and said he wanted to see the permitting process expedited.
"This is why people are frustrated with government," he said to applause from a crowd numbering around 500. "We need jobs.”
At a different United States Department of State Hearing in Austin, TX, Republican County Commissioner Greg Parker testified on behalf of the Keystone XL Pipeline.
His more important remarks were his remarks about the money and jobs the pipeline will bring to Texas:
“We expect to see 7,000 manufacturing jobs, 13,000 construction jobs, and 118,000 spinoff jobs related to the design and management of the Keystone XL pipeline. This is exactly the kind of economic boost the federal government has tried to do with the American Recovery Act and is again prepared to pay hundreds of billions of our tax dollars to achieve, yet they have not given this privately-funded venture permission to begin.
In Texas, the Keystone XL pipeline would mean gains of $1.6 billion in private investment, $2.3 billion in total business expenditures, $2 billion in gross output. Local governments would eventually receive a total of $1.1 billion in new property tax revenue.
It makes no sense to delay a project of this magnitude any longer. The State Department's own environmental review has found no support for opposition to the Keystone XL pipeline based on fears of ecological damage. In these perilous economic times, it would simply be foolish to pass on an opportunity like the Keystone XL.”

The Alaska Oil Pipeline Has Proven to be a Success!
Although there are many in favor of the Keystone XL Pipeline, there are also some who are against the pipeline. This reminds me of the opposition to the Alaska Oil Pipeline.
A few decades ago there was a highly publicized resistance to the building of the Oil Pipeline in Alaska. Some of the biggest reasons against the Alaska Pipeline were that it would damage the permafrost, an earthquake could cause it to open up and spill out, and that the pipeline would destroy the Caribou populations.
The truth is, the Caribou population has exploded in Alaska (they like the warmth of the pipeline), the pipeline has survived many earthquakes, and the pipeline is built above the ground and has no effect on the permafrost.
I went to Alaska a few summers ago as part of a Texas A&M University Student Exchange Program. Alaska sent some student to Texas and Texas sent some students to Alaska. I absolutely love God’s creations in nature and I was thrilled to get to go to Alaska where the raw beauty of nature is so evident. I have been to most National Parks in America and when I went to Alaska I drove so that I could camp out at National Parks all along the way to Alaska. I would never wish for widespread, intentional devastation of the environment. The fact is that Alaska’s Pipeline has not at all caused damage to the beauty of Alaska and it has created money and Jobs for Alaska. The pipeline runs through only a small percentage of a percentage of Alaska and the pipeline has not hurt the environment. In fact, I would never have been able to drive the 400 miles to the Arctic Ocean and see all the beauty of Alaska if it were not for the 400 mile service road that the pipeline built (the Dalton Highway).
So not only am I in favor of the Keystone XL Oil Pipeline, I am also in favor of drilling in the Alaska Wildlife refuge. The drilling area would be very small and they would drill in such a manner that it would not have an impact on the environment around them. I have been to the drilling fields in Alaska and I have seen that these oil fields do not bother the wildlife or the environment. What drilling in Alaska will do, just like building the Keystone XL Pipeline will do, is it would help the economy and help us break away from our dependence on Middle East foreign oil.

Below are pictures that I took of the Alaska Pipeline and the beauty of Alaska. I was able to experience it thanks to the road that was built beside the pipeline.
Notice how the pipeline has not caused any destruction to the environment it is in and the Caribou were easily spotted.
